Quick answer: In Arkansas it is illegal to sell or give vapor products to anyone under 21. Since Act 590 of 2025, closed-system (disposable) vapes and nicotine e-liquids can only be sold in Arkansas if they appear on the Arkansas Tobacco Control (ATC) manufacturer directory, which ATC updates regularly.

- Age 21: Arkansas prohibits selling, giving, or bartering vapor products, e-liquids, or their components to anyone under 21 (Ark. Code Ann. § 5-27-227(a)(1)), as restated in ATC’s Temporary Event Permit Application (form dated 07-2025, checked Oct 22, 2026).
- Vapor product directory (Act 590 of 2025): only closed-system (disposable) vapor products and nicotine e-liquids listed on ATC’s directory may be offered for sale; unlisted products are subject to seizure, and manufacturers face a $1,000 civil penalty per product from Nov 1, 2025.
