Quick answer: Yes. Since October 31, 2023, Quebec prohibits the sale of vaping products with any flavor or aroma other than tobacco. Unflavored products may still be sold.
What Quebec’s rules say
Per the Gouvernement du Québec page on the Tobacco Control Act (Loi concernant la lutte contre le tabagisme) (checked Oct 22, 2026), it is prohibited to sell a vaping product that: – has a flavor or aroma other than tobacco; – has a nicotine concentration above 20 mg/ml; – has a tank or pod holding more than 2 ml of liquid; – has a refill container over 30 ml; – is shaped or styled in a way that may appeal to minors.
Vaping is also banned everywhere smoking is banned, with fines of $250–$1,500 (CAD). See also the MSSS Bulletin 7.
Travelers
The rules target sale and distribution. Most flavored U.S. disposables (including high-capacity devices) would not meet Quebec’s sale rules. Canada also has federal rules for bringing products across the border — check with the Canada Border Services Agency before you travel. We only ship within the U.S.
